too much temp

I just started using the internet with my new xp home edition computer. I have experience with several old windows programs. My question is about temp folders and do I need to clean them out? The folder I'm talking about is
C:Documents and Settings/owner/local settings/Temp. There is just a ton of stuff in there. How do I know what I need, or can I delete whats in it??
 
You should have 2 "temp" folders both are system folders
and normally hidden. 1 is the Temp folder found within
the Windows main folder. 2 is Temporery Internet Files
this is often huge and may be in various places. Never
delete files from either. Use the correct methods to keep
them in check. Internet Explorer offers you the choice of
size and place to keep your Internet Temp Cache. And
Tweak programs will allow you to empty the windows Temp
each time you start your PC. Most items found in the D&S
folder are actually shortcuts to other places. Never
delete or modify these files, they are system control
files and can make your computer ill if you change them
in any way:)

Try deleting all of it, If you have problems with any
programs go to your recycle bin and restore temp
associated with it (or all if you can't determine which
one.(make sure your recycle bin is empty first so it
doesn't get confusing.

Files in Local Settings\Temp are created by Windows and programs to hold
temporary information. If there is a bad shutdown of Windows or the
programs, these files can end up being abandoned. They can be deleted
manually.

Use the Disk Cleanup tool in Accessories to delete /temp files. You can
delete them manually. Suggest doing this right after startup so that any
pending changes from program installations or updates can take place. If
you bump into a file that Windows cannot delete because it is in use, work
around it.

The disk cleanup tool mentioned above, works on the conservative side. It
will offer to delete anything older than 14 days and leaves the rest of the
folder contents alone.
