too many packets crashing my bandwidth..

I have an XP laptop that is pushing out a ton of packets
when the machine is on but no one is using it. This is
killing my dsl connection for everyone else in the
building.
Is it a virus?
Is there a way to stop these packets?
Should I put on the xp firewall even though it's a client
that goes through the server to get onto the internet?

It could definitely be a virus or other malicious program, like the
Blaster worm.

The XP firewall won't help if there's already a malicious program on
the computer, but it will stop new ones from entering.

Use the program available here to remove the Blaster worm:

Run a complete antivirus scan with up-to-date virus definitions.
