okay,
everytime i get on the net i can't do anything b/c about 58 pop-ups appear and I have to close them all out which takes a really long time. I got Adaware installed and so now i get about 5 or so pop-ups, but it keeps saying that one of the sites i visited has many partners (ad) and they allow them to send pop-ups to people who get on their site. I don't remember which one it was......i got on control panel and add/remove programs and it let me remove the ones i thought was causing the problem, except for one...it said that i am not authorized to remove it from my computer....i don't know what that means.....but if anybody can help me out, i would appreciate it...

Have you tried using adware to remove the said program ?
are do you have admin priviledges on the pc ?

Use Mozilla. It has a built-in pop up stopper option.
