Toner Cartridges - High or Low Density?

I need not one but two replacement cartridges for my colour laser
printer. Suppliers refer to high capacity and low capacity cartridges
with a corresponding price difference. I have yet to find exactly what
weight of toner lies inside a high or low capacity cartridge. Are the
makers or suppliers held to any kind of standard or regs to protect the
consumer? Do all high cap cartridges hold the same weight, and likewise
all low cap ones? If there is no effective regulation then the less
scrupulous suppliers could be selling "hicap" cartridges that hold
less than their rivals' "locap" ones?

The difference between high capacily and low capacity cartridges varies
enormously from manfacturer to manfacturer and indeed between models from the
same manfacturer.
In every case the cost per page should be slightly lower with a high capacity
cartridge otherwise there is little point in them being available. No
regulation is in place and in my opinion is quite unnecessary since the market
will sort out the chaf, I have not come across any supplier that cheats in this
way.
