toggle button should change tooltip on toggle?

My manager has requested that a toggle button in my application change
its tooltip to say the opposite when it is in a checked state. Is this
kosher? Standard? Not a good idea?

I certainly do it, I feel the tooltip should reflect what will happen if
you click the button.
