Toggle between windows

After using IE for awhile, and opening additional IE windows, my "toggle
between windows" feature ceases to work. Whether I click the blue bar at the
top of a window, or use the "alt-tab" keys, the window on top remains, and I
either have to minimize or close the windows on top, to get to the IE window
below.
Is there a way to fix this problem?

Hi,
I would look for another program, BHO, toolbar, add-on, etc. to be causing
this. Disable or uninstall unneeded toolbars. If running XP SP2, try IE>
Tools> Manage add-ons. Disable third-party add-ons to see if one of them is
the culprit. If not using SP2, try ToolbarCop from
http://windowsxp.mvps.org/toolbarcop.htm Take a look at any program running
in the background.

Note (in that article) that TweakUI can make the registry edit, if you don't
wish to do it manually.

If not caused by a legitimate program, it may be a malware problem.
