To Much power All In Wonder 2006 Edition

I have an Athlon 1700 Dragon Plus running Win XP Pro. I recently bought an
ATI All In WOnder 2006 Edition video card and tv card combo.
I noticed not long after I installed the card and software that my entire
network seemed to slow down. It takes website a long time to load, even with
my DSL connection. Some of them even time out. My email connection is giving
me errors also. I do have a laptop that is wireless, although it is on the
same router as the other two wired computers and it seems to be working
fine.
I guess my question is this. Is it possible I have a video card that is to
powerful for my processor? The card says it needs Intel P 4/Celeron AMD or
compatable. It also says it needs a 1 GHz processor speed for MPEG-2 video
capture.
I read the 1GHz and thought my computer was strong enough to push this card.
Do i need to take it back and get maybe a 128 meg card?

I'd question whether there's some driver fubar going on. ATI is
notorious for leaving driver residue on systems. Other than that, how
much RAM is in the system? Or maybe coincidentally something else got
into your system at about the same time like a virus or spyware. Run
Spybot and AdAware, as well as a virus program.
 
I created a restore point going back to before I intialized the programs
that are with the card. My system seems to be running good now. For
instance, now when I click on the TV icon that is on the ATI Multimedia
launch pad it goes to the intialization wizard. My card isnt all the way
initialized, so I will run some anti spyware programs and then run the ATI
initialization wizard and see what happens.
If my system slows down again, then I guess I need to take it back and
exchange it.
