This article explains why I asked the question. It is so hard to
understand exactly what they are saying to achieve the change in allowing
the attachment types:

The first article says:
The registry key to set the exception list contains a semicolon-delimited
list of file extensions. The value of the key is as follows:
HKCU\Software\Policies\Microsoft\Office\11.0\Outlook\Security
Value name: Level1Remove
Now what exactly are they saying here? Is the Level1Remove a key or is it a
Name? If it is a Name what type is it REG_SZ, REG_DWORD, ???
If it is a Key then what is the Name for the semi-colon delimited list?
In the second article it says,
You can add or remove items from the default list through the Outlook
Security Settings tab of the Outlook Security template.
Well I have the Office 2003 Resource kit installed so that in Group Policy I
have the Outlook Security Template. Under that I have two options. Level
which is either High, Medium or Low. The other is Trust all installed
Addins and Templates. There is nothing else there AND there is NOTHING
there to, "add or remove items from the default list ."
It is things like this that where I feel very disappointed with Microsoft
products.
