to get an image smaller than full-frame

I am using Photo Story 3 to make a simple historical documentary. It includes
several digitally-copied very old photos (copyright has been dealt with!)
which I want to show at less than full-frame. I can do this by making a
1600x1200 black image and then placing the required photo within it, at the
desired size, as a layer (in Photoshop, .e.g.) This is so time-consuming that
I wonder if there is a quick way of resizing a photo (the whole photo!) to
fill only a part of the frame. Some "slide-show" creation programmes permit
re-sizing, with a black background, but in all other respects cannot compare
with Photo Story 3. Have I missed a posting about this?

In Photoshop, it is easy to do both tasks. Select the image tab on the main
menu bar. Select the "image size" option which will allow you to set
whatever size you desire. Select the "canvas size" option to set whatever
size of canvas that you desire. Setting the canvas bigger than the image
will show the image placed within a larger canvas. These two options seem to
me to accomplish what you want.

Thanks, Jim! So simple! Makes me ashamed of my efforts to create a new layer
and place it centrally on a background! Mind, it still means a little trip to
Photoshop, but so what. Thanks again!
