"To" email groups

If I send emails to the same groups of people how can I create a "To" email
address that includes everyone I am sending to, as opposed to typing each
individual email address?

The usual way is to create a Distribution List. In Outlook do
File-New-Distribution list.
However, these can be cumbersome to administer and don't transfer from one
Outlook to another easily.
If your version of Outlook supports them, you are far better advised to use
Categories in your Contacts folder instead.

YW - but I would still investigate Categories - particularly if the D/L
grows by much...

Been trying to send e-mails to 25 clients at a time and just started to get
message from Administrator "your message did not reach some or all of
intended recipients"
Under each e-mail address it said ' 452 Too many recipients'
You seem to know aabout this stuff and I am lost, I dont know how to post
new question.
Who the the System Administrator, I am using Ms outlook 2007

That would appear to be a limit that your ISP sets. You need to check with
them.
The way round it is to do a Mail merge.
