TO: CC: and BBC: do not work

Have a relatively new install/upgrade of Outlook 2003. When I open a new message I cannot use the TO: CC: or BBC: buttons as it returns the error: "The address list could not be displayed. The Contacts folder assosiated with this address list could not be opened; it may have been moved or deleted, or you do not have permissions. For information on how to remove this folder from the Outlook Address Book, see Microsoft Office Outlook Help.

Have searched Microsoft Office Outlook Help and have not found working solution. If I open my contacts folder and chose a mail recipient I can send them an email without difficulty with the recipient address correctly preloaded in the document

Thoughts/Suggestions?
 
right click on contacts folder - choose properties, look on the outlook
address book tab. is it checked to use as an address book?

look on tools, accounts, change address book option - do you have the
outlook address book listed? Select the outlook address book and click on
Change - do you see your contacts folder listed?

Next, go to Tools menu, address book. Look on the address book's tools,
options menu - do you see more than one contacts folder?
