We have a shared network folder where users drop in all sorts of documents,
pdf's email messages, and Word docs as well. (we use Word 2003)

when a user copies a word doc into this folder, these 0 byte tmp files get
created in the folder and they don't go away. I don't know, sometimes
you'll see 3 of these tmp files appear for just 1 word doc.

Users have every right to these folders except the ability to delete.

Could that be what's causing this?

Yup. It sure could be.

Normally, the temp file is created when a user opens a document and is
deleted when he/she closes it. But if the user who opens the file and creates
the temp file can't delete files, then the temp files will just build up and
somebody with full privileges will need to clean them out.
