I try to change the background color of the text I am using as subtitles, but
it will not let me change it from a transparent background. Can I change the
background color of the text I want to put over the video clip?
 
the background color of titles only changes if you are using it on the video
track, not if you are using it on the title (overlay) track of the timeline.
In the overlay track the background is always transparent

Choose any option other than....
"Title on the selected clip"

And, you can drag a Title from the
Title Overlay track to the Video track.
