Title bar language has changed

I can no longer read the title bar, the very top bar across Internet Explorer
6.0. It has morphed itself into a foreign language, Chinese I think, so I
have no way of knowing the name of the page I am viewing. I've tried changing
it through the Tools/Internet Options /Languages route to no avail.
I would appreciate help.

Thanks for your help. Cleaning this up sounds complex and probably beyond my
computer skills. Would reinstalling Windows take care of the problem?

Preparatory to reinstalling WindowsXP, since option #1 had no effect, I
installed a backup and restore program. Once I installed the program the
Title bar reappeared in English. The program required the removal of Google
Desktop prior to installation. Part of the software is an anti-virus program
which required removing Norton Anti-Virus.
None of this makes any sense to me but I'm happy to have the Title bar
back.
Would it be prudent to reinstall Windows XP anyway?
