Title Bar disappears

Ok so using Word 2003 and each time we open a document and hover over the
title bar it disappears and turns into the File toolbar. Not sure how to fix
it. When you close the file you are in the file toolbar remains and the
close X button doesn't work because it still thinks it is in a file.
