Tired Cursor

I don't know if this is the place to ask about this
problem but my cursor either floats to the bottom of the
screen or moves to the top without me doing anything.
I've exchanged mice and I've tried using a Wacom tablet
to no avail. This problem is rendering my computer
useless.

Computer spec's:

Dell Inspiron 4000
512megs of ram
Windows XP Pro
20 gig drive
Adaptec 1420 USB 2.0 card

Some mouse software (and possibly the Wacom control panel applet), have an
option that relates to what the cursor should do when you're not using it.
Sounds like you have a feature of this kind enabled. Check Control Panel>
Mouse and Control Panel> Tablet for settings.
