How do you know anything what e-mails he receives or sends? This is a

You gave no direction as to what type of solution you were looking for.

You might want to do your binary porn newsgroup downloads at night, or
use a newsreader that can poll those binary newsgroups at a scheduled
time (and possibly start using filters to select which posts to download
instead of grabbing every post in every subscribed newsgroup). Or stop
watching those "blue movies" from web sites, or stop using Hulu.com as a
substitute for paying for dish TV. Tell the boobs that are using e-mail
to send huge files to put the files in online storage and provide a URL
link to it so YOU, as the recipient, can decide whether or not you will
retrieve that huge file. If they don't change their ways, configure
your e-mail client to NOT download e-mails that exceed a maximum size,
like 50KB.
After all, that Home plan that is as expensive as cable broadband but a
only a fifth the speed comes with a meager 200MB daily bandwidth quota.
Satellite Internet always sucks for speed and quotas. A poor choice,
and perhaps the only one, but still better than dial-up.
