Time Zone Issue

I have a user where he changes the time zone to the correct time zone of
"GMT-05:00) Eastern Time (US & Canada). Once he reboots the computer it will
change to a different time zone than the one he set. Yes, he did click on
apply and then OK. The time zone is set correctly until he reboot. Does
anybody know what is going on and how to correct it?

It is bound to be something corrupt in the user profile. Have them create a
new user profile and save a restore point. Import the old profile and see if
that does it.
