Where does the "Date and Time Properties" get it's time setting from? And,
how can I make it remain current and not an hour behind? Every time I
readjust the time, it will return to an hour behind... I have changed the
DST on or off, changed the Time Zone from Central Time (which we are in) to
an hour ahead which will not remain, it still keeps returning to an hour
behind...

Are you in one of the locales which has set its own time to coincide
with that an adjacent time zone to the East? Since the computer sets
its time from one of the Internet clocks listed in "Date and Time",
uncheck the box that synchronizes the computer clock with the internet
time server.

Second, take a look in bios setup to confirm that the time settings
are properly configured. The computer can revert to its own internal
clock.
