Time Stamp - Windows Mail

I use Windows Mail to manage correspondence associated with my work. The
time stamp on the correspondence is important as it impacts my responses or
how I will handle some situations.

I was recently advised that when we convert to Daylight Savings Time, Vista
goes into all of the correspondence in Windows Mail and changes the time
stamp so that it may appear to have been received one hour later than it
actually was received prior to the change to Daylight Savings Time. Example:
correspondence that was originally received on 3/12 at 4 PM now appears to
have been received on 3/12 at 5 PM.

Does anyone know if this explanation of the treatment by Vista is correct?
Does anyone else agree that this is a problem?

You would be better served in a Vista group, this is for Windows XP
Embedded.
