Time and Date Properties Problem

I just noticed a Problem with my Windows XP SP2 loaded on my Dell
Inspiron 600m and the date/time properties window. the AM and PM are
both showing and I can not select PM only AM. I can go to a CMD window



and type time and enter a PM time and it changes. the window bulges
down and shows both the AM and PM options, using the arrows moves back
and forth between the two, but only AM is selected. Any help would be
appreciated. I have already run a sfc\scannow and still have this
problem.

Strange problem... I see only AM or PM in this window.

What is selected for time format in Control Panel> Regional and Language
Options? If using the 24 hour format, AM/PM is irrelevant. Click the
Customize button on the Regional Options page to change to 12 hour format.
 
I am currently using 24 hour because of the problem. I can't figure
what is corrupted, everything else is working. It shows like 10:39 AM
and PM is right below it. I can click on the arrows and it goes to PM
and then to AM but only AM will select. Do you know what specific
components make up this window for Date and Time properties? Should I
reload my laptop?
