tilde file

I am discovering a file with just a tilde in it's name.
NAI states it's a file associated with windows update.
whether it is or not I have no idea.
I do know it's killiing the performance of the affected
machines and it is account specific. I have 800 machines
to maintain. I really need to get this resolved.

There was a problem with an OE update, I understood it saved this tilde file
to the desktop. As to whether this is what you have??
 
yes it does, save to desktop. and also in the root
folder of the account. 2 files are actually created.
My suspicions of this file being the cause of the
performance problem is that it the one constant on all
the machines I've had to service with the similar problem.
if a new account is created the machine runs great no
issue's at all. it's quite puzzling to me. on how this
one little file that basicly an address book bakup can
literaly bring a P4 on an 800 mhz bus with dual channel
memory to complete stand still.
the machine(s) / accounts unaffected are smokers, then
this tilde file appears and actually takes as long as 5
minutes just to open IE or Word. or anything else.
call me paranoid but I think this simple patch/update
has been altered from it's original state.
I'm actualy in the process of trying to decompile it to
see what exactly the file is doing.

It's a backup copy of the address book, save to the wrong location with
the wrong name. Try deleting it and see if your performance problem goes
away. I doubt that it will.
