Tiff with JPEG dont open in Windows picture and fax

Hi,
I've Tiff image with JPEG Compression inside, but Im unable to open it using Windows picture and fax Viewer.Although its opened in Microsoft Document Imaging and other viewers.

It there anything wrong with my image or with that s/w only?
