Tiff files wont open at all

I have a user that is running WinXP SP2 updated to current security
patch/hotfix, IE6 SP2, and the tiff files will not open when they are a
link. I associated TIFFs to the photo and fax viewer and i can open
them when saved to the HDD, however they will launch the Photo and Fax
viewer any longer. Initially the files would open and could be printer
from the app. this is no longer the case. Any help is greatly
appreciated.
