TIF size not changeable and set a Zero

I am having strange behaviour occuring. I am unable to download anything and
after some search I found out that the TIF size allocated was ZERO. I tried
changing it but I get an error telliing me to set it either to "zero or
one"??? But even to 1 I cannot set. I have deleted all files, TEMPORARY
INTERNET FILES, HISTORY, COOKIES, even done it from a different Administrator
Account, but still no change. Some article suggest to boot in DOS and delete
them then, but as I am running WIN2K I dunno how to do it. Please help!
 
Thank you for you reply. I was able to sort out the problem by repairing IE
by pasting this following command into RUN which I found somewhere in one of
Microsoft's articles:

rundll32 setupwbv.dll,IE6Maintenance "C:\Program Files\Internet
Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"

Exactly as it is above; it did the trick. Everything else failed. And no, I
do not have McAfee installed on my machine.

Run a /thorough/ check for hijackware, including posting your hijackthis log
to an appropriate forum.

It will help you to both identify and remove any hijackware/spyware with

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA) computer repair shop.
