TIF: Settings - No Path, Disk Space - No Value and 100% CPU

We have suffered from this for 6 months and have had no luck troubleshooting
it.
Only answer is a re-start which may or may not be successful.
We have a CPU and only 2 types of Dell Desktops.
We operate a COE according to Microsoft Best Practices and deploy all
software on a per-machine basis via Group Policy. We manage Updates using
WSUS.

It affects some users on both types of desktops some of the time but
effectively renders the PC unusable.

Can anyone help as the "Cache Fix" program still incurs downtime.

We have already traced this to the corruption of the "Cache" but this is
happening for some users between 5 and 10 times a day.
Having to restart with that frequency is causing unacceptable downtime and
we need more than a "band aid" type fix.
We run Windows XP Professional SP2 (fully hot-fixed via WSUS) which means we
have no choice in the version of Internet Explorer as it is part of the O/S
installation.
Some users have never suffered from this issue while others are affected
only sporadically. Given that we operate and manage a COE ensuring all
software, drivers etc is identical this is hard to trace or understand.
