TIF limit not working?

I'm using IE 6 SP1 on a computer running XP Home SP1. I have the
temporary internet file limit set at 7MB, yet I just ran disk cleanup, and
it reports 8.5MB of TIF's! What's going on?
 
I've got 1.3MB of cookies which I'm gonna guess doesnt
count toward TIF limit.

Any advise is my attempt to contribute more than I have received but I can only assure you that it works on my PC. GOOD LUCK.
