When I'm in Windows Explorer and I want to view JPEG files
as thumbnails, I click on Thumbnails under View but the
thumbnail pictures don't appear. The shape of the
thumbnail appears, but the picture doesn't. I have
Microsoft Photo Editor on my PC. What's wrong here?

PhotoEditor cntaminated the registry. Not sure how to fix the issue for good other then removing PhotoEditor. But even removing it will not reset the Registry. Make sure your entries in the registry match the following:

1) HKEY_CLASSES_ROOT\.jpg
(default) REG_SZ jpegfile
Content Type REG_SZ image/jpeg

2) HKEY_CLASSES_ROOT\.jpg\ShellEx
(default) REG_SZ (value not set)

3) HKEY_CLASSES_ROOT\.jpg\ShellEx\{BB2E617C-0920-11d1-9A0B-00C04FC2D6C1}
(default) REG_SZ {7376D660-C583-11d0-A3A5-00C04FD706EC}

4) HKEY_CLASSES_ROOT\.jpg\PersistentHandler
(default) REG_SZ {098f2470-bae0-11cd-b579-08002b30bfeb}

This also has to be done for .jpe and .jpeg except for these two you don't need 4).

The preview image and thumbnails use 3)
