Thumbnail differs from picture

Just downloaded a picture from a web site. The thumbnail shows a different
background from what the picture shows when opened. Background obviously
edited for the better. Foreground is same. How is that possible?

To fix, I copied all the contents of My Pictures to a
folder on the desktop, deleted My Pictures folder, and
created another My Pictures folder. Copying back from
the desktop put the thumbnails correctly.
