Three Underscores to create a page wide line

Saw this post in the windows XP-General newsgroup and it piqued my curiosity.
Never realized that Word had this capability. Is there a way in Word 2003 to
accomplish the action described in the original post below? TIA:
 
My Word 2000 does this with three hyphens, then a return - not underscores.
 
Try it with three underscores, different kind of border is all.
