When I try to access IE Tools in the tool bar I get this.
I AM the system administrator! I have done nothing to
restrict myself from using the "Tools" in the tool bar. I
have ADSL thru SBC. The modem is connected to a linksys
router. I am running XP Home, Zone Alarm, I have installed
goole tool bar. I have run Spy Bot. Nothing. Norton 2004
anti virus comes up empty. I can access Internet options
thru the control panel. No problem there. Web access is no
problem. I am password protected at start up. How could I
have been hacked and if so why disable the Tools in the
tool bar but not in the control panel? Is there a virus
that attacks Tools? All other options work in the Tool
Bar, File, edit, View, Faves, except Tools.
Suggestions? How do I unistall IE and reinstall?

If you have a virus, and it certainly seems you do, then reinstalling IE
will do nothing. You have to remove the virus.
You must have AV software with the latest updates.
Never practice unprotected surfing unless you want these virii.

Did you by chance run SpyBot's Immunize feature?
