No support for wheel mouse. Has problems rendering some pages. But I do use
it as my backup.

Off by one supports frames, I use it to check site compatibility
some sites look awful in it, but no javascript is ideal.

For the recored, 4.0 was released on December 18, 1997 -- that'll be
six years ago in a month and a half.
 
it does sound a bit like that!, i had tried other browsers but they were no
better or worse than IE but i couldnt believe how fast the pages loaded using
off by one.

Seems to support frames - there is a frames off/on function.
Biggest problem to me is it has no javascript implementation. Ok so no popup
rubbish, but no web mail services either ...

If it's rendering modern CSS-based sites, then they're ones that have
been carefully constructed to *be* usable with outdated rendering
engines -- there are all kinds of tricks for that. And that's a
respectable goal -- don't misunderstand me. But the site authors
deserve the credit, not the mid-1990s rendering engine.
