Yes, my hard drive is FAT32.

I can understand that files are -accessible- across
profiles, but was it necessary to actually put shortcuts
to other people's My Documents folders right in the My
Computer folder? This isn't just accessibility, it's
obnoxiousness, especially when XP brags about its security
features. And yes, I can also understand that the
administrator can do what he wants. No complaints there,
but limited user 1 should not be able to SO EASILY access
limited user 2's files.
 
If you do not want this behavior you need to do two things. First, change
the drive format to NTFS. That is a requirement for step 2, which is to set
your files to be private. To do that, right-click your My Documents folder,
click the Sharing tab, then select "Make this folder private" and click OK.
If you do not see the "Make this folder private" setting on the Sharing tab,
you have turned off simple file-sharing, in which case you have to manually
modify the permissions on the folder.

When you install a system that is not a member of a Windows domain network,
and you install it on Fat32, Windows makes some assumptions about your
security preferences and sets the system up appropriately.
