I have two external disks that were associate with E: and F: respectively.

Somehow, the two disks were associated with H: and I:

During the process the letter codes changed from E: and F: to H: and I:

Meanwile the letters E: and F: continued to exist waiting to be formatted.

Other utilities expect the drives to be in their old position.

I shut down the computer and took the disks off line.

When I started the computer, H: an I: disappeared, but E: and F: were still
there

How can I fix this problem?

Disk Manager - change the driver letters...
(Google)
 
Control panel, administrative tools, in the right pane double click Computer
Management, in the left pane click Disk Management, in the right pane right
click a partition and select Change Drive....

In My Compuer you see 2 extra disks.

Your first hard disk has two partitions, so it has two drive letters.
How can I eliminate the extra drives (E: and F:)?

Right Click My Computer, Manage, Disk Manmagement, right-click on the
partition in question, choose Change Drive letters and Paths, then choose
Remove.

This will remove the drive letter, but will not otherwise harm the disk.
You can add the drive letter back later.
