This has me thoroughly confused.

Well here is the deal... I just recently went from dial-
up to a Cable Modem through the Charter Communications
company. I already had the Cable Modem, so all they had
to do is hook it up. I have had it now for about 3 weeks
and about a week ago, my computer has gotten very ver
slow... Sometimes it takes up to three minutes to load a
web page or to set up one of my computer games. I
thought that a cable modem was supposed to be faster...
Could there be something wrong with my computer or could
it be the modem? I really need some help.

Have you scanned for viruses?
 
Run an updated virus scan.
Or Scan for Viruses online:

Run Disk Cleanup checking all boxes except "Compress old files"
Run Defrag.
If you have file sharing software such as Kazaa, disable it.
