Many times when adding new programs to a client
workstation as administrator, when the another network
user logs on he is unable to use the program I installed
or open the shortcut. Why?

Some applications store things in a specific user profiles area (e.g.
c:\documents and settings\<username>), so when a different user logs in, the
information is not where the application is expecting it.

Storing information in the profile area is not inherently bad (in fact, it
allows for a lot of features) but it can cause problems if the program does
not account for the differences between users.
