Thermal pad removal

What's the best way/process to remove the thermal pad
from the 9700 Pro GPU.

Soften it up with *99%* Isopropyl alcohol (avaialable at the drug
store) and scrape it off with a razor blade or credit card. Then clean
it up with some more Isopropyl alcohol and a lint free cloth (100%
cotton T-Shirt).
 
Just in case you mean 'If the heatsink is actually still attached to the
GPU, and I have taken all the screws/retainers off and it still wont budge',
then the answer is to blow a hairdryer over it for about a minute and then
gently lift it off (it will be hot so you might want to use long nose
pliers). If you can get all the retaining screws off quickly, you can
usually get away with running the card inthe PC for an hour, then take it
out, remove all the screws and lift the still-hot heatsink off

I used white spirit to dissolve the glue - and rubbed it off with kitchen
roll, before finally cleaning it up with more white spirit - drying it off
with more kitchen roll, and then adding some heatsink compound. now i can
clock my 9500 to 325 Core :D

Um, I ran my 9500 Pro at 337 core/317 memory w/the stock heatsink (but not the
stock fan, used an old Pentium ball-bearing fan).
roll, before finally cleaning it up with more white spirit - drying it off
with more kitchen roll, and then adding some heatsink compound. now i can
clock my 9500 to 325 Core :D
