How does FrontPage control the width of pages so that they are
viewable by users with older monitors that see fewer pixels of width?

How can I control the width of pages in a web that uses a theme? Do I
need to exercise such control so that the pages will be viewable
without the viewer having to scroll left and right to read the full
page?

Build your page inside a table set to 100% width.
The browser will then adjust the width.
However it will also "rearrange" the page as it does so.

The other option is to set the table width to 750 pixels.
Then smaller "resolutions" will have scroll and larger
"resolutions" will see a blank area along the right side.

Thanks. That answers the first part of my question.

The second part had to do with working with a web that is based on a
theme. Either the web form I selected when I first made the web, or
the theme, makes each new page have a particular arrangement of
columns. My second question is how to set the total width of these
kinds of pages to a specific width, say 750 pixels? Assume, for
example, that the pay layout has a page banner at the top, a
navigation bar in a narrow column on the left, a wider column for text
on the right and a navigation bar at the bottom in a space by itself.

The top and left are probably shared borders applied to all pages
Theme banners are generally 600 PX wide so that leaves you about 125 px for the left shared border
(because of the built in 24 px spacer cell between the left shared border and your main pages)
Make all of your shared borders fixed width tables and you main page ~ 600 px wide tables
To see your shared border pages in the _borders folder use Tools Web Settings Advanced - show hidden folders
