Theme Button

Just started Frontpage 2003 - I can't seem to get theme buttons to work.
I have hover and interactive - but don't match the theme (i.e. AXIS)
What steps am I missing.
 
neither the hover, nor interactive buttons are components that draw from the
theme.

Have you created a navigation structure/view for your site?

You need to build the site navigation view. See help for how to do this.
