The video keeps pauseing

Whenever I press play, the video plays for only up to a few seconds and then
the frame pauses except for the music. It still says that it's playing and
the display for seconds played still adds up. I tried skipping to a different
part of the movie but it's still paused. The same thing happens everytime
after I restart and it's really frustrating. Anyone please help?

with Movie Maker?

Is it saved in a movie format?

What are you using to play it?
