My horizontal task bar has decided to either be 2 bars
high or none at all. I want it back to 1 bar high like it
used to be. I tried moving it to the vertical position
and then back again but no help.

Hi,

If you grab the very top line of the taskbar your mouse cursor will then
change to an arrow that goes up and down, once your cursor changes to this
arrow then click on your mouse and then hold and drag the taskbar down so
that it's 1 bar high.

Of course make sure your taskbar isn't locked, to check right click a blank
area of the taskbar and see if there's a checkmark next to Lock Taskbar, if
there isn't then you're fine. If there is select the option.
Then go ahead and resize your taskbar.

I have done all those things and it still gives me the
choice of either going down to no bars high or 2 bars
high and nothing in between...any thoughts on this bug
thing?

All the bars must be on one row to have a minimun size of 1 row height. You have a bar ontop of another making it a minimun of 2 row heights.

Hi,

This can happen by opening Accessibility Options, etc. If the icons on the
Quick Launch bar are showing as being larger, it will result in the taskbar
being twice its height and also include the date or similar under the clock.

If this is the case, right click the Desktop/Properties/Appearance/
Advanced. Under the Item drop box choose Caption Buttons and change the
number by one, ok your way out, then rest to 25.

And/or reset your default to the XP Theme.

Other options to consider if the above doesn't help, nor moving the glider
over toward the Start Button to list only three icons in the Quick Launch
bar:

Here's a semi-graphic version of what David said:
