I found same error in a support article also -
http://support.microsoft.com/default.aspx?kbid=321539&product=comm2002

My question is
does the same error in windows 2000 also exist ?

No that article refers to a fix in Commerce Server not the operating system.
Are you running this app on a multi-proc machine. If so I would think these
are very closly related.

Thanx for the reply
But do you know some solution or work around to get rid of this problem
according to my knowledge it seems to be COM+ environment problem
I don't think there is a problem in my component
