DLL C:\WINDOWS\syste32\HHCTRL.OCX occupied an
address range reserved for Windows system
DLLs. The vendor supplying the DLL contacted
for a new DLL."

If you installed Brico Packs Vista for Xp.
This should help you.Delete Brico packs Vista from XP

This problem was documented several months ago....see this MSKB article:

Certain programs may not start, and you receive an error message on a

What I have posted is installing brico packs vista to XP.
That causes The system DLL user32.dll was relocated in memory.
