The system cannot find the file specified

When I try to change a password in AD I get an error
saying Windows cannot complete the password change for
[username] because: The system cannot find the file
specified. This started happening right around the time
one of our domain controllers failed and is still
happening now that it's back up. Nobody else seems to be
having this problem and I have since gotten a new pc with
XP on it and it's doing the same thing whenever I try to
change a password. Any suggestions?
 
Check that on the DC(s) the local SYSTEM account has full permissions on the
AD database (ntds.dat).. if AD is working but you can't update it, sounds to
me like you've lost that permission or it's dropped to read-only.

Out network admin made me a domain admin to test and it
still gave me the same thing. Possibly not a rights issue?
