I recieve the follwing message from the windows installer :

The system administrator has set policies to prevent this
installation.

The error occurs when i try to install Access into an
existing office 2000 installation.

How can i add Access to this Office installation .

Are you trying to install from within a TS session? Try on the
console instead.

No i'm not.
Just on the term serv itself.

I would double check your policies to make sure they
aren't blocking you from doing an install. Also make sure
that you don't have a policy running that disables the
Windows Installer.
