The STRETCH, CENTER, TILE commands are ignored for Desktop Picture

The STRETCH, CENTER, TILE commands are ignored when setting up a Desktop
Picture
The system stretches the pictures regardless if CENTER is chosen.
This feature has worked well for over 2 years.
This feature stopped working about 2 weeks ago.
I have no idea why.
Any help?
 
What is the name of the file you are trying to use as a desktop background?

What are the dimensions, in pixels [ X by Y] of the image?

What happened two weeks ago?
 
I am using the Tulips picture which is one of the standard pictures offered
in Windows XP.
I am not sure of the pixels but the picture displays beautifully in STRETCH.
It continues to display in STRETCH even after I select CENTER.

About 2 weeks ago I installed the Visual Studio 2008 along with the MSDN
Library.
However today I went back to 30 April & used a Restart Point on that day. It
still would not behave correctly.

Did you use Visual Studio in any way that would affect center or tile
functionality?
