The strange and swelling paging file

Setup: dual boot Windows 98 on C.\ with XP on D:\

I have 1GB of RAM so limited the paging file to 200MB on D:\ and nothing on
C:\

Now, unexpectedly (was it the SP2 update or a partition size adjustment that
did it?), the paging file wants to swell into all of the remaining space on
C:\, which is about 600MB.

I tried turning the paging file off on C:\ again in "My Computer" >>
Advanced >> Virtual Memory. This setting remains for one reboot and then
that swelling paging file is back on C:\

Help, please!

I have it set for 150MB from Win 98.

After I sent my first post I set BOTH page files to zero from Windows XP,
then rebooted. So far, after four reboots, the C:\ one has not reappeared.
So my next step is to increase the XP D:\ page file to 200MB again ( I run
one or two memory-hungry applications on this OS and feel I need more
sometimes, even with 1GB of RAM).
 
Ive got mine at Min and max of 1.5gig ? so small that will crash lots
of games :(
