What keyboard have you defined to Windows? (In Regional Settings through the
Control Panel). Does it correspond to the physical keyboard you have?

BTW, this question has nothing to do with Access, the database product
that's part of Office Professional, and the focus of this particular
newsgroup. Should you have further questions about your keyboard, I'd
suggest posting them to a newsgroup that's related to whatever version of
Windows you're using, or to a newsgroup related to hardware.

Well it does not relate to MS Access. I get the same thing and a few
others from time to time and a reboot takes care of it until it happens
again. I have not figured it out yet, but it does not happen often and only
effects a few key strokes.
 
As a stop-gap measure while this condition lasts (pending a reboot), I used Alt + 0147 and Alt + 0148 on the numeric keypad for the left and right quotation marks, respectively.
