The runas function in Windows XP

I have setup Windows XP on my nephew's computer and gave
him power user access to limit the amount of damage he can
cause on the workstation by downloading software from the
internet. This also stops him from downloading the latest
security patches. Is there a way I can setup a batch job
which will do a runas and logon as the administrator when
the updates are ready to install?
