The referenced component CommonDialog is missing a design time license

I get this error trying to open a VB6 project in VS .NET 2003 when the
upgrade wizard first starts running.

I assume it's because I don't have VS6 installed on this computer. I don't
want to install VS6 either. Anybody know a way around this or what's going
on.
